The Vault is the secure, hardened command, communications, and microgrid control center
for the STX Resilience Campus. Engineered as the most fortified structure on the property,
The Vault remains operational regardless of hurricane strength, grid collapse, cyberattacks,
or extended island-wide emergencies.
It is the campus brain β a fusion of command operations, emergency coordination,
data systems, and infrastructure control purpose-built to protect veterans, families,
and the residents of St. Croix.

Mission & Function
The Vault exists to ensure continuity of operations under any circumstance.
Whether the island is stable or in crisis, The Vault manages:
Campus-wide microgrid operations β solar fields, battery banks, wind turbines, and the hybrid propane generator farm.
Communications hub β radio, satellite uplink, fiber backbone, and emergency networking for first responders.
Emergency command center β coordination for FEMA, National Guard, DoD, and territorial agencies.
Security and surveillance β access control, CCTV, perimeter monitoring, and drone operation.
Data center / IT infrastructure β redundant servers, storage, cooling, and cyber-hardening.
Category-5+ Hardened Construction
The Vault is built far beyond standard commercial resilience. This is a fully
hardened facility designed to survive the worst-case St. Croix hurricane scenarios
β the kind that stripped roofs off concrete hotels.
Blast-rated internal server rooms and wiring chases.
Independent mechanical systems inside concrete vaulting.
EMP-aware layout for reduced vulnerability to electrical surges.
Subgrade cable runs protected from falling debris and flood impact.
Pressure-stabilized server cooling for extreme-weather operation.
Microgrid Command & Power Control
The Vault houses the master controls for the campus microgrid β a fully integrated power system
designed to keep the campus running when the island grid collapses.
Primary Solar Field (north array)
Secondary Grid-Sellback Solar Field (south array)
Vertical-Axis Wind Turbines optimized for tropical shear winds
Propane Hybrid Generator Farm for unlimited runtime during prolonged outages
Battery Storage Banks with island-mode switching
Hardened Grid Interconnect Station for exporting power to WAPA
During outages, The Vault automatically switches the campus into full island-mode microgrid operation.
Emergency Command Center
During disaster activation, The Vault becomes the islandβs most reliable coordination facility.
Its hardened architecture and independent infrastructure make it capable of supporting:
FEMA command teams
National Guard coordination
Red Cross and NGO staging
Territorial emergency management
Local law enforcement and EMS
A dedicated Incident Command Room includes multi-display situational boards,
real-time weather feeds, drone live-view, emergency radio systems, and satellite backup.
Communications Hub
The Vault provides the campus (and potentially surrounding neighborhoods) with
emergency-grade communications capability, including:
Fiber interconnect routing with redundant carriers
Starlink / satellite uplink for grid-down internet
VHF/UHF repeater systems for first responders
Campus-wide secure Wi-Fi fed from redundant UPS systems
Secure server cluster for data services
Security, Access Control & Surveillance
Security is a central mission of The Vault. The structure includes:
Restricted access zones requiring multi-factor authorization
Hardened server room with biometric controls
Perimeter detection & CCTV monitoring
Drones for post-storm damage assessment
Onsite security operations center (SOC)
All-sensitive systems remain operational even in full island blackout.
Data Center & IT Core
The Vault contains a secure, temperature-controlled server environment supporting:
Redundant virtualization hosts
Cybersecurity monitoring
Microgrid software / SCADA
Campus IT backbone
Secure document storage
Critical systems remain online using dual UPS banks backed by solar + generators.
Integration With the Entire Campus
The Vault functions as the central intelligence system connecting:
CRC β for emergency operation coordination
Village 5 β housing stability & support services
Energy District β realtime microgrid controls
Water/Waste Systems β monitoring & pump controls
ELZ β helicopter/supply coordination feeds
This layered architecture ensures constant situational awareness across the entire campus.
A Critical Pillar of the $130M (Phase 1) Campus Ecosystem
The Vault is one of the most strategically important investments in the campus plan.
It guarantees continuity, coordination, and power control for the entire ecosystem
β and positions the STX Resilience Campus as one of the most prepared, modernized,
and humanitarian-focused facilities in the Caribbean.
How This Component Delivers on the Five Pillars
Five core pillars are shown first; supporting highlights are labeled.
Humanitarian Impact
Keeps command, communications, and power control online during disasters so sheltering and medical services never stop.
Coordinates FEMA, VA, and local agencies, accelerating aid flow to veterans and island residents.
Local Workforce Development
Trains veterans/residents in microgrid operations, security monitoring, comms tech, and emergency management.
Hosts joint drills that certify staff for ICS and continuity roles.
Scalable & Replicable Model
The Vault playbook (layout, staffing, SOPs) becomes the blueprint for future VP campuses and partner facilities.
Demonstrates how microgrid + command centers integrate in humanitarian campuses.
Integrated Economic Self-Sufficiency
Optimizes energy production and sellback, lowering OPEX and funding programs.
Protects IT systems, data, and assets, reducing downtime and financial risk.
Operational Resilience
Category-5+ shell, redundant power, and secure comms ensure the campus brain never fails.
Directly links to CRC, Village 5, ELZ, water, and agriculture systems for full-site situational awareness.
Supporting System
Data & Transparency
Feeds live metrics to investors, agencies, and internal dashboards so performance and readiness are provable.
Archives after-action data that inform continuous improvement across every STX district.
